Disaster Communication as Governance: A Dual-Level Model of Meaning and Information Management

Disaster communication is now recognized as a key part of governance; however, its strategic elements remain underdeveloped, particularly outside of Western contexts. This study seeks to address this gap by reframing disaster communication not merely as reactive information transfer but as a strategic governance tool embedded in public administration. Using a systematic literature review, the paper synthesizes interdisciplinary frameworks from public relations, crisis communication, and political science to develop an integrated model of strategic disaster communication governance. The analysis presents a dual-level framework that distinguishes between the strategic management of meaning, which shapes public interpretation through framing and stakeholder alignment, and the tactical management of information, which oversees the processing and dissemination of data. The findings show that effective disaster communication requires a shift from reactive, top-down information dissemination to proactive, two-way, symmetrical governance. Reinterpreting the RACE model as a governance cycle that links strategic orientation to tactical execution underscores the importance of systematic planning, stakeholder mapping, and adaptive communication processes for managing both meaning and information. Furthermore, the paper argues that communication should be treated as a public good, essential to maintaining institutional legitimacy and promoting long-term community resilience, particularly within centralized governance frameworks such as Vietnam’s. In the digital era, integrating dialogic, two-way communication mechanisms is crucial for sustaining public trust and enhancing the effectiveness of disaster management efforts.

Restructuring Digital Media Consumption Behaviors under the Influence of Algorithms and Digital Platforms

This article analyzes the structural transformation of the digital media ecosystem under the combined influence of platform capitalism, algorithmic personalization, and evolving audience behaviors. Drawing on three representative global datasets, Deloitte’s Digital Media Trends 2025, Kantar Media’s 2025 Media Trends and Predictions, and Kantar TGI’s Global Quick View 2025, the study examines how generational differences shape media consumption and how AI-driven recommendation systems reconfigure patterns of trust, engagement, and perceived value. The findings highlight three key dynamics: the ascendancy of social video platforms as primary media hubs, the fragility of subscription-based models amid declining loyalty and high churn rates, and the reconstitution of public trust through creator-led ecosystems and mediated algorithmically interactions. These results are interpreted through the theoretical lenses of media fragmentation, audience evolution, and algorithmic ethics. This offered both conceptual insights and practical recommendations for media organizations, platform designers, and policymakers navigating the challenges of a platformized communication environment.

Media framing of Generation Z in Vietnam: Analyzing the “Snowflake” label in mass media representations

Generational labels are often attached to younger people, shaping how they are perceived and how they navigate the world around them. In today’s global culture, mass media plays a major role in forming and solidifying these labels. One such emerging label is the “Snowflake Generation,” often used to portray Generation Z (Gen Z) as emotionally fragile or overly sensitive. This study explores how that label has gradually appeared in Vietnamese mass media between 2020 and 2024. It raises concerns about age-based stereotypes, adopting an exploratory approach to analyze media portrayal of Gen Z. The “Snowflake Generation” narrative may limit professional and academic opportunities for Gen Z by fostering negative perceptions of their resilience and competence. Drawing on content analysis of news and television coverage (2020–2024) and in-depth interviews with experts, journalists, and selected Gen Z individuals, this study investigates how the mass media constructs the “Snowflake Generation” label and examines views on its relevance to Gen Z. This study adds to existing theory by exploring the label’s use in non-Western contexts and offers practical insights for media professionals.

Communicating Vietnam’s National Image through historical events

Based on the Strategy for International Communication and Promotion of Vietnam’s National Image for the 2026–2030 period, with a vision to 2045, this article examines the role and current state of communication surrounding historical commemorative events in shaping Vietnam’s national image. Drawing on theories of national image and communication studies, the research employs a quantitative analytical approach, with a focus on two representative case studies: the A50 and A80 commemorative activities in 2025. The findings reveal three prominent trends: (1) the increasing visibility of Vietnam in international media; (2) a shift from the transmission of historical information toward a “nation storytelling” model; and (3) the emergence of a multi-platform digital communication ecosystem. On this basis, the article proposes recommendations to enhance communication effectiveness, thereby contributing to the consolidation of Vietnam’s national image, the strengthening of its soft power, and the elevation of the country’s standing in the context of global digital communication.
